Radio frequency control

Dear guests and participants of the Winter Universiade 2019!

At the Winter Universiade sports venues, the use of radio-electronic equipment, namely radio stations, WI-FI hotspots, radio microphones, and other devices using wireless access, will be restricted for all spectators, participants, and media representatives.

Minutes of the Organizing Committee No. 1 dated December 21, 2016 approved the Action Plan for specifying the aspects of radio-electronic devices (RED) and radio frequency spectrum control and use. The implementation monitoring is the responsibility of the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) and is governed by the following regulations:

  • Federal Law No. 126-FZ dated July 7, 2003 “On Communication”
  • Russian Government Decree No. 539 dated October 12, 2004 “On the Procedure of Radio-Electronic Equipment and High-Frequency Devices Registration”
  • Russian Government Decree No. 175 dated April 1, 2005 “On the Approval of the Exercise of Radio Monitoring Regulations in the Russian Federation.”

For dealing with the said matters during the Winter Universiade Krasnoyarsk 2019, please read the information on using radio-electronic equipment at sports venues, methods of registering and marking such equipment, the list of equipment permitted for use, and other useful information.

Application submission deadlines: December 10, 2018 - February 10, 2019.

Participants failing to comply with the aspects of radio-electronic equipment and radio frequency spectrum control and use will be denied access to sports venues. When entering a sports venue, the owners shall be responsible for depositing their unlabeled radio-electronic equipment to the storage room and picking it up when leaving the venue.

RED shall be marked upon presenting the accreditation at Roskomnadzor’s testing and marking areas at the Universiade Village (Oil and Gas Institute), Svobodny Ave 82-9. and Otdykha Island 15a.

Open hours of the testing areas:

February 11, 2019 - February 26, 2019 – 9AM to 6PM

February 27, 2019 - March 12, 2019 – 8AM to 11PM

March 13, 2019 - March 14, 2019 – 9AM to 6PM

When entering a sports venue, it is recommended to deactivate the Wi-Fi hotspot mode on your mobile devices.

Use the Wi-Fi Guest network to access the Internet.
